William continued to display
a high level of achievement and was selected to the
distinguished biographical volume Who’s Who Among American Law
Students. He was also a member of the Case Western Reserve
University School of Law’s National Mock Trial and Appellate
Advocacy Teams. Judge McConico also was the National Attorney
General for the Black Law Students of America (BLSA).
Judge McConico was elected
to the Michigan House of Representatives in 2000 at the age of 27. He served
three terms in the Michigan House of Representatives, representing the 5th
House District which encompasses Northeast Detroit, Hamtramck and Highland
Park. Over his three terms in office, Judge McConico served as the Vice Chair
of both the Criminal Justice Committee and the Energy and Technology
Committee. He was also a member of the Education Committee, the Local
Government and Urban Policy Committee, Judiciary, Commerce, the Appropriations
Subcommittee for Corrections, the Subcommittee on Alternative Energy, the
Subcommittee on Mortuary Reform, the Joint Committee on Business
Competitiveness, Tort Reform Committee and the Special Committee on Child
Protection.
In addition to his
committee assignments, Judge McConico was the Chair of the Detroit Caucus, a
twelve-member body of elected officials whose districts together comprise the
City of Detroit. He was also a member of the Urban Caucus, a bi-partisan
coalition created to examine methods for improving the quality of life of
Michigan’s city residents, as well as the Congressional Youth Leadership
Council, the Michigan Legislative Arts Caucus, the Michigan House Civics
Commission, and the Michigan Fire Services Caucus.
Most recently, Judge
McConico served as Chief of Staff/City Attorney for the City of Highland Park.
In this capacity, he was responsible for handling a full range of municipal
legal matters including civil litigation and municipal prosecution, drafting
municipal ordinances, writing legal opinions, and handling administrative
hearings.
Judge McConico also
provided legal support for economic and community development efforts,
specifically, new housing, industrial and commercial development; tax exemption
zones and blight elimination projects as well as providing legal support to the
City Council.
Judge McConico worked with
a variety of public agencies and entities including the Michigan Housing
Development Authority and Wayne County as well as overseeing the day-to-day
operations of all city departments and services.
Prior to becoming the City
Attorney for Highland Park, Judge McConico was an Associate at Allen Brothers
PLLC. Through the firm he was the City Prosecutor for the City of Hamtramck.
Judge McConico previously
served as a member to the Detroit/Wayne County Port Authority and Detroit Cable
Commission.
Judge McConico is married
to Jennifer McConico and has 3 children Kendall, Billy and Ava.
His many civic affiliations
include: The State Bar of Michigan; The Wolverine Bar Association; Michigan
Association of Municipal Attorneys; Metro Detroit Optimist Club; Morehouse
Alumni Association; the Detroit Branch NAACP; Kappa Alpha Psi Fraternity, Inc;
the 13th Congressional Democratic Party; the Black Caucus Foundation of
Michigan Board of Directors; the Democratic Leadership Council Advisory Board;
Super Bowl XL Host Committee, VERA Institute Associate and Co-Chair of the
Minority Caucus of the Young Democrats of America. He is also the founder of
the Michigan Chapter of the Democratic Leadership Council Caucus.
