In 1999, Judge Holmes joined the City of Detroit’s Law
Department as an Assistant Corporation Counsel in its Labor and
Employment Law Division. While serving in this capacity, she
represented the City of Detroit in civil litigation, labor
arbitrations, police and fire trial board hearings, civil
service hearings, Michigan Employment Relations Commission
hearings, and contract negotiations. She also served as the
Legislative Assistant Corporation Counsel and represented the
Law Department during Detroit City Council sessions.
Judge Holmes has served as the Chief of Staff to the Honorable
Mayor Dave Bing and as Director of the City of Detroit’s Human
Resources Department. She has also served as an Administrative
Hearings Officer with the Department of Administrative
Hearings. She is a former officer with the Michigan National
Guard Judge Advocate General Corps.
Judge Holmes is a member of Renaissance Baptist Church where she
serves as a member of the Ministerial Staff, Youth Mentor, and
Women’s Ministry Facilitator. She is affiliated with several
civic, community, religious and professional organizations
including: The State Bar of Michigan, The Association of Black
Judges of Michigan, The Wolverine Bar Association and Delta
Sigma Theta Sorority, Inc.
The Honorable Governor Rick Snyder appointed Judge Shannon A.
Holmes to the 36th District Court on November 22, 2011.
She is the wife of Rev. Dr. Edwin H. Holmes
and mother to Troy, Jordan and Joi Ivory. |
